bpo-37253: Add _PyCompilerFlags_INIT macro (GH-14018)
Add a new _PyCompilerFlags_INIT macro to initialize PyCompilerFlags
variables, rather than initializing cf_flags and cf_feature_version
explicitly in each variable.
