Issue #22117: Fix rounding in _PyTime_FromSecondsObject()

* Rename _PyTime_FromObject() to _PyTime_FromSecondsObject()
* Add _PyTime_AsNanosecondsObject() and _testcapi.pytime_fromsecondsobject()
* Add unit tests
