Remove bootstrap code of PyUnicode_AsEncodedString()

Issue #11187: Remove bootstrap code (use ASCII) of
PyUnicode_AsEncodedString(), it was replaced by a better fallback (use
the locale encoding) in PyUnicode_EncodeFSDefault().

Prepare also empty sections in NEWS.
