Sync with Rust post C-variadic PR
The rustc PR "Support defining C compatible variadic functions" adds
support for defining C-compatible variadic functions in Rust. and
adds the `TyKind` variant `CVarArgs`. Update `syn` to also parse
Rust defined C-compatible variadic functions.
