Upgrade rust/crates/unicode-normalization to 0.1.17 Test: make Change-Id: I3fad4aab6b7594ce6216ff9c6d984eb294a0bb7e
Unicode character composition and decomposition utilities as described in Unicode Standard Annex #15.
This crate requires Rust 1.36+.
