Reland the new module for skia lib for g3

Try to merge change 296417 again with new changes to skottie BUILD in google3
This time, the autoroller shouldn't get upset.

move setupSkiaLibraryBuild call to new lib module
Move shared skottie files we intend to distribute into a library module
