Optimize GrStrokeFixedCountTessellator
Don't run the cull test until after we've chopped for the first time.
Inline quadTo/conicTo/cubicTo and lift the recursion into separate
methods.
tessellate_GrStrokeFixedCountTessellator bench: 2.37 -> 1.63ms
