make gUseSkVMBlitter take over sprite draws
Today they all still use legacy or SkRP if applicable.
Returning nullptr makes us fall back into the normal
blitter choice flow.
This is an interesting integration point where we
could create an SkVMBlitter with a varying for the
color pipeline, bypassing the usual SkShader flow.
