Add SK_SUPPORT_LEGACY_BACKEND_OBJECTS

This relies on the Chrome CL: https://chromium-review.googlesource.com/c/chromium/src/+/999796 (Add SK_SUPPORT_LEGACY_BACKEND_OBJECTS to SkUserConfig.h) landing first.
