Some GrTypes cleanup.

Remove some unused functions/macros.

Move two functions only used by GrBufferAllocPool there.

We only ever used GrSizeAlignUp with pow 2 alignments. Require that,
rename, move to GrTypesPriv.h (along with GrSizeDivRoundUp).
