SkBitmapProcState_matrixProcs.cpp refactoring
- Fold in _matrix_template.h
- Make the NEON/non-NEON distictions a bit more clear.
- Re-roll routines to their natural stride,
leaving unrolling to the compiler.
- Small style changes.
- Leave some TODOs for another round.
