Fix bug in plot locking system In the new MultiPictureDraw tests a single hoisted layer is reused multiple times. The previous plot locking scheme allowed GrCachedLayer objects to be aggressively deleted prematurely leaving the reusing GrHoistedLayer objects with dangling pointers.
