Fast path translate() in SkCanvas and SkLiteDL. This adds didTranslate() so that SkLiteDL (and other canvas recorders) can record the translate rather than the full concat. It also adds a case to SkMatrix::preTranslate() to fast path translate x translate -> translate (i.e. +=).
