Added a new script called test_toolchains.py. It will be used for our nightly performance testing. Currently it takes in gcc githashes of toolchains that it can test and we can extend it to do binutils and others (glibc, gdb, etc.). It builds the toolchain using the githash and tests it using crosperf.
