nose: configure nose in setup.cfg instead of passing parameters in dir-locals or the pre-commit hook There is a standard file to put this configuration, so don't replicate it in dir-locals.el and the pre-commit hook. Change-Id: Ia311693cffa9404ce87f13fb1ae82f1ec8892595
