Improve configuration of FPGA subsystem

This patch removes the FPGA subsystem configuration through
the CONFIG_FPGA bitmask configuration option.

See README for the new options:

	CONFIG_FPGA,
	CONFIG_FPGA_<vendor>,
	CONFIG_FPGA_<family>
