common: delete CONFIG_SYS_64BIT_VSPRINTF and CONFIG_SYS_64BIT_STRTOUL

There is more and more usage of printing 64bit values,
so enable this feature generally, and delete the
CONFIG_SYS_64BIT_VSPRINTF and CONFIG_SYS_64BIT_STRTOUL
defines.
