plugin_store: Add VendorAllocatorLoader.

Because the C2Allocator used by V4L2DecodeComponent might contain
vendor-specific logic, we decide to load the vendor-implemented shared
library at runtime for creating C2Allocator.

The class VendorAllocatorLoader is used for loading the
vendor-specific C2Allocator implementations.
