announce fix for 309823 Generate errors for still reachable blocks
Functionality is provided via the new 3.9.0 arg
    --errors-for-leak-kinds=kind1,kind2,..  which leak kinds are errors?
                                            [definite,possible]
        where kind is one of definite indirect possible reachable all none

that was committed in rev 13170.
