layers: Change size of D32_SFLOAT_S8_UINT

Change the size of the other format with 'optional' bytes, to be
consistent with the X8_D24_UNORM_PACK32 change. We'll now assume
the optional bytes when calculating buffer/image sizes for these
formats.
