Revert "Update packetsLost and jitter stats any time a packet is received."

This reverts commit 84916937b70472715efe5682bc273e91c3a72695.

Reason for revert: breaking downstream projects.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
