Add RTCStats for keyFramesEncoded, keyFramesDecoded.

This implements the correspondingly named JavaScript fields defined in
https://w3c.github.io/webrtc-stats/#inboundrtpstats-dict* and
https://w3c.github.io/webrtc-stats/#outboundrtpstats-dict*.
