Remove definition of FEATURE_ENABLE_VOICEMAIL, FEATURE_ENABLE_PSTN. FEATURE_ENABLE_VOICEMAIL is never used. FEATURE_ENABLE_PSTN is used in //third_party/libjingle_xmpp but WebRTC doesn't depend on it, so it is reasonable to assume that no one needs to define it.
