Add SSLConfig object to IceServer. This is a rollforward of https://webrtc-review.googlesource.com/c/src/+/96020, with the addition of setting the old tlsCertPolicy, tlsAlpnProtocols and tlsEllipticCurves in the RTCIceServer initializer, for backwards compatibility.
