Re-land: "Use an explicit identifier in Config" This let's us use them to configure them when using WebRTC as an external library. One use case where this is necessary is in the Android OS. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
