Detach SequencedTaskChecker in MediaCodecVideoEncoder::Release. If this is not done, the RTC_DCHECK_CALLED_SEQUENTIALLY might fire if the encoder is used on a new VideoStreamEncoder. This happens after VideoSendStream recreations due to changes in the SDP.
