Make VideoBitrateAllocatorFactory injectable. This patch makes VideoBitrateAllocatorFactory injectable by adding to PeerConnectionDependencies instead of allowing it to be overridden using MediaEngine (on PeerConnectionFactory). With this patch VideoBitrateAllocatorFactory is owned by the PeerConnection.
