Revert of Removes android_dbg bot from commit queue (patchset #1 id:1 of https://codereview.webrtc.org/2112263002/ ) Reason for revert: https://codereview.chromium.org/2118483002/ is now submitted and the new machines are online, although one of them needs device authorization (see https://bugs.chromium.org/p/chromium/issues/detail?id=612195).
