Revert of CQ: Disable linux_baremetal pending installation fix. (patchset #1 id:1 of https://codereview.webrtc.org/1710363002/ ) Reason for revert: Bot is back up again but one test fails (https://bugs.chromium.org/p/chromium/issues/detail?id=589101), but is now disabled.
