Avoids unnecessary calls to audio encoder. As of this CL: https://webrtc-review.googlesource.com/c/src/+/173704 ...we now call AudioEncoder::OnReceivedOverhead() too often, since we don't check if overhead has actually changed. This CL rectifies that.
