Update test::CreateVideoStreams to use num_temporal_layers. MultiCodecReceiveTest/VideoSendStreamTest: Configure num_temporal_layers via VideoEncoderConfig (and remove implementations of VideoStreamFactoryInterface used to override the default num_temporal_layers configuration).
