Delete remnants of RTX support in voice_engine. Receive logic in voe::Channel attempted to handle RTX if RTPPayloadRegistry::IsRtx returns true, but the audio code never calls the config methods (SetRtxSsrc or SetRtxPayloadType) required for that to ever happen.
