Add new screenshare full stack test with limited queue. Track perf for a test using 200kbps link, 5% packet loss and queue length of 30 packets. This currently performs poorly. BUG=webrtc:7694 Review-Url: https://codereview.webrtc.org/2930703002 Cr-Commit-Position: refs/heads/master@{#18488}
