Deleted VideoCapturer::screencast_max_pixels, together with VideoChannel::GetScreencastMaxPixels and VideoChannel::GetScreencastFps. Unused in webrtc, also unused in everything indexed by google and chromium code search. With the exception of the magicflute plugin, which I'm told doesn't matter.
