Add Android-specific files
Adapted from Ie4c0d4db5f58c65f1cc9110b678834c168332ca8.
METADATA:
Update the commit and upgrade version to account for recent changes.
List our mirror instead of the github version.
OWNERS.android:
List the wuffs-team members. There is currently no OWNERS file in the
upstream, but use OWNERS.android just in case upstream ever adds one.
