add bt instrumentation to run as a util some bt test util methods are useful as device setup util, this change exposes some of them via a BluetoothInstrumentation so that they can be invoked like commands for setting up or controlling bt state in test harness Change-Id: I1d40baf374e145ab550ae4fa5f581e2eaf2e29bb
