Handle renderscript apps in the system partition correctly. Get rid of various pointless calls to setBundledAppAbisAndRoots. This method should only need to be called during scanPackageLI. There's no other good reason to call it. bug: 16484595 Change-Id: I2830b140058f0fffdbedb51d673e514852854626
