Deprecate framework Fragments and Loaders

Redirect developers to use the Support Library
versions of Fragments and Loaders to ensure that
they get consistent behavior across versions of
Android and all devices as well as access to
Lifecycle improvements.

Test: Confirmed APIs deprecated in current.txt
