Add UDP encapsulation tests for IpSecService.

This commit adds tests to ensure that IpSecService properly
handles UDP-encapsulation transforms correctly.

Test: Added: testCreateTransportModeTransformWithEncap,
             testCreateTunnelModeTransformWithEncap.
      Command: runtest frameworks-net
      Verified on taimen.
