Added a whitelist for factory trust agents. Notes: - If the config.xml value is set, only trust agents specified by the whitelist will be enabled by default. Test: Manually set config.xml to whitelist agent. Bug: 36819166 Change-Id: Ia17df30918792ccd7540f88be82268131a8e95f7
