Fix PIP window going offset in landscape mode. In landscape mode, PIP window can go offset while launching IME. We want to align the top of the PIP window with the top of the movement bounds in that case. Change-Id: I7e89538c9a51d78294037b474caedcdf31edf7c4 Fixes: 77337070 Test: Manual test
