WM: Cleanup TestAppWindowToken code and promote ZOrderingTests to non-flaky - Followup from commit:aab3d3d to not skip onParentChanged when creating TestAppWindowToken. - This is not needed since we are mocking SurfaceControl and Transaction native calls by default.
