Introduce @SoftInputModeFlags annotation
Doing this allows us to annotate integer values that should corresponds
to WindowManager.LayoutParams#softInputMode.
Test: There should be no behavior change. RetentionPolicy.SOURCE
annotation should change nothing in production code.
