GpsLocationProvider: remove mAgpsConfigured configured flag. This flag was unnecessary because the lower level GPS code already checks for this and this was causing problems for a GPS implementation that does not use /etc/gps.conf Signed-off-by: Mike Lockwood <lockwood@android.com>
