Make sure AR#onAnimationFinished is triggered for related activities

Even when animation target is promoted from ActivityRecord to higher level,
AR#onAnimationFinished should be triggered for each ActivityRecord which is
a part of app transition.

Until hierarchical animation is enabled, app transition animation is
only on ActivityRecord, so this is no-op.
