Fix teardown of secondary connections on CDMA Restores functionallity from Gingerbread. We should tear down when the enabledcount goes to zero, but we should always notify and attempt to switch back to default when indicated. bug:5830081 Change-Id: Ib8469bb5369da21e8cc05fb755b2d7e24c8e02a6
