Exempt sync requests by active UIDs too As if they were made by IMPORTANT_FOREGROUND apps Fixes: 112363508 Test: Manual test with subscribedfeeds with the "procState <= ActivityManager.PROCESS_STATE_IMPORTANT_FOREGROUND" check removed.
