Fix debug logging in WifiTracker. Add support for 'sVerboseLogging' which is set for developer options, as well as dynamically checking Debug log level. Bug: b/63364648 Test: NA - logging only change Change-Id: I73d1dc384c81114b039e21b076add3a563f38bfc
