Introduce DEVICESUMMARY access level to NetworkStatsAccess.
Apps with PACKAGE_USAGE_STATS app op or READ_NETWORK_USAGE_HISTORY
granted can query the summarized device data usage (but not individual
uids running in other users or profiles).
