Add @hide for each tuner constant When send out for API review, we will unhide the class first and then unhide those constants step by step together with related methods, so the CLs can be smaller and easier to be reviewed. Test: make; Change-Id: Ibe1362081a132f5161fcda63bb253c1a9301c51b
